Carousels not working due to undefined function

Hi,

I was trying to switch display mode from grid to carousel.

Console said jQuery was not defined. So I made jQuery load in header. But again, console threw Uncaught TypeError: $selector.owlCarousel is not a function.

Is there a way to move inserted JS after all libraries?
